<p>PURPOSE:To delete useless information generated due to noise in a background part and to improve the efficiency of coding by coding a moving image signal only in a speaker's area obtained by segmentation. CONSTITUTION:It is supposed that a speaker moves as shown at time t0, t1, t2. When movement compensation is executed between the images of time t1 and t2 to find out movement, a moving vector shown by plural arrows is found out and independent moving vectors in the background part are supposed as moving vectors generated due to the noise of the background. A block generating a moving vector is regarded an an effective block and a block generating no moving vector is regarded as an invalid block. Since the background part of the display screen of a visual telephone or the like is almost fixed and only a speaker moves, useless coding information generated due to the noise of the background or the like can be removed by segmenting and coding only the speaker's part and the efficiency of coding can be improved.</p> |
