TRANSACTION APPROVAL SYSTEM

A transaction approval system (10) has a transaction limit (30) stored in a terminal (16) where it can be dynamically adjusted to vary the level of risk at the terminal (16) to be closer to the desired level of risk. The terminal (16) stores (28) all transactions occurring over a defined time interval and transmits this data to a central processor (12) for analysis and calculation of the transaction limit (30) which is downloaded to the terminal (16) by the central processor (12). The terminal (16) generates and stores lists of account numbers (44,46) which might be invalid and should provoke an on-line request for authorization. One list (44) is of transactions that exceeded the transactions limit (30) and were refused by the central processor (12). Another list (46) is of off-line approved transactions.
