PURPOSE:To eliminate the need for a file describing information representing the propriety of communication corresponding to the user by adding information representing the propriety of communication to an external network to existing user information relating to the user and referencing the user information so as to control external communication. CONSTITUTION:A network manager registers in advance information representing the propriety of communication reaching a LAN system 20 as one item of user information relating to the user in a LAN system 10 to a clearing house service(CHS) 13A. When external communication from a W/S 11 (client) to the LAN system 20 takes place, a gateway 12 converts a format of a packet or the like into a protocol suitable on the LAN system 20 and transfers the result to a router 14. The router 14 inquires of the CHS 13A about whether or not the communication to the LAN system 20 is available of the user requesting communication and returns the result to the W/S 11. When the communication is allowed, the W/S 11 continues the packet transmission and when not allowed, the W/S 11 stops the transmission.
