PURPOSE:To generate a topography giving a natural expression with an easy operation by setting deviation based on not only the distance to a representative point but also altitude data of the representative point and successively generating altitude data based on random number data of this deviation. CONSTITUTION:A topographic curved surface generating part 2 and a topographic pattern mapping part 4 are provided. A division point T is set between adjacent representative points P where altitude DH is preliminarily set. The deviation is set in accordance with the distance from the division point T to the representative point adjacent to the division point T and altitude data DH of the representative point P adjacent to the division point T. Random number data is generated based on the deviation with altitude data DH of the adjacent representative point P as the reference, and altitude data DH of the division point T is generated based on this random number data. The division point T is added to representative point P to successively repeat the division point setting processing, the deviation setting processing, and the altitude data generation processing, and three-dimensional topographic data D3 is generated. Thus, a topography giving a natural expression is generated by the easy operation.
