PURPOSE:To predict the secondary influence of the operation of the parameter of an optional actuator upon the parameters of other actuator by simulating secondary influence when the actuators are selectively put in operation in response to an abnormality decision on the device. CONSTITUTION:State information from sensors 1a - 1c is converted by a digital signal/symbol conversion part 11 into qualitative symbol information. A fault diagnostic part 12 decides whether there is a fault or not by using the converted symbol and fault diagnostic knowledge in an object model storage part 14. A repair planning part 15 reasons a fault repair plan similarly to select the actuators 6a - 6c. At the same time, a fault simulation part 13 simulates the secondary influence exerted by the selected actuator in operation upon other actuators.
