PURPOSE:To save a storage capacity and to attain flexible countermeasure by allowing a data exchange processing unit to select and transfer a data multiplexer control program to each data multiplexer depending on kinds of terminal equipments offering the service and plural communication protocols and starting the system. CONSTITUTION:A data exchange processing unit PTX 10 stores transfer information of plural communication protocol programs pc-a to k to be transferred to each data multiplexer APi14i (i=1-n) into a transfer table tbX in an external file device FMX 13 and transfers the programs pc-a to k at the start of the APi14i. A storage means STi17i stores file information transferred from the PTX 10 to a non-periodic writable main storage device MMAi16i, and a delete means DLi18i deletes file information from the MMAi16i based on a command of the PTX10. Thus, the APi14i copes flexibly with the combination of communication protocols offered to a terminal equipment Tij2ij connecting thereto, optimizes the storage capacity of the FMX13 to improve the service performance of the system.
