PURPOSE:To realize a packet exchange with a large relay processing capability by applying relay processing to a packet sent to a relay line before the packet is transferred to a relay packet processing unit via an exchange link. CONSTITUTION:When a packet is received from a relay line 11a, a line interface section 3a stores a received packet to a reception processing 2-port memory 4. A reception processing processor 8a applies relay processing to a packet transferred to the memory 4 via a reception processing data bus 7a and commands packet transfer to other packet processing unit to an exchange link interface section 10a via an exchange link 2. A packet transferred from other packet processing unit does not require new processing by a processor and is stored in a transmission processing 2-port memory 5 directly from the interface section 10a not through a reception processing data bus 7a. An interface section 3a monitors a memory 5 and sends the said packet to the line 11a when the packet is stored.
