<p>PURPOSE:To attain coding suitable for a change in the distribution of frequency of occurrence of a coefficient in a block by selecting a coding characteristic table depending on a position in a block when a conversion coefficient other than that for the maximum frequency of occurrence is detected and implementing coding according to the table. CONSTITUTION:A moving picture and still picture discrimination section 11 receiving a DCT coefficient block 33 discriminates whether the block is a moving picture block or a still picture block, and a signal detection means 13 detects conversion coefficients C(n) in the block from n=1 sequentially. When the C(n) is other than 0, a coding section 14 encodes the picture according to a coding characteristic table for low frequency component among coding characteristic tables 15. When the value (n) is 14 or below, the coding section 14 encodes the succeeding picture according to a coding characteristic table for low frequency component. When the value (n) is 14 or over, the coding section 14 encodes the succeeding picture according to a coding characteristic table for high frequency component. A cell priority decision section 17 decides priority and non-priority blocks of coded coefficient blocks by each cell synthesized based on the result of discrimination section 11 for the moving picture and the still picture.</p> |
