PURPOSE:To easily generate three-dimensional topography applying a natural impression by correcting a generated height data while referring to a coastline pattern memory each time the height data is generated by using a fractal method. CONSTITUTION:A topographic curved surface preparation part 2 forms a three- dimensional topographic data D3 according to a two-dimensional topographic data D2 and a height data DH respectively stored in a topographic data base 22 and a height data base 23. When generating the three-dimensional topographic data D3 by using the fractal method, the height data DH is corrected based on the pattern memory of the two-dimensional topographic data for identifying lands and areas excepting for the lands each time the height data DH is generated. Thus, the three-dimensional topographic data D3 can be generated by the easy operation, and the topography applying the natural impression can be generated while reflecting the contour of the coastline or the like onto the topography expressed by the three-dimensional topographic data D3.
