PURPOSE:To prevent a wire from excessively loosening, by equipping detectors for loads and lifted level on an excavator for chopping works and by automatically actuating the brake of a winch when the bucket reaches a specified position. CONSTITUTION:A load detector 30, an inclination detector 31, a level detector 32, etc., are equipped in an underground excavator carrying out a chopping work by dropping a hydraulic clamshell bucket 235 by its own weight. And an arithmetic processing unit is equipped to wind up and off the winch in accordance with these detected data. And when the clamshell bucket 235 is forced to sink into the excavated ground, the falling time is measured by a timer and when it reaches a preset time, the brake is actuated to stop winding off of the winch. In this way, excessive loosening and disordered winding can be previously prevented.
