<??>According to the invention, the hollow body (31) of the rod is fixed to the first member so that it cannot rotate, members forming caps (32, 33) are fixed to the second member so that they cannot rotate, and are inserted, from outside, at the ends of the body; blocking protuberances (39a, 39b), which control the extent of relative rotation between the body of the rod and the members forming caps by relative abutment, extend from the body of the rod and from a member forming a cap; a torsion bar (4) is fixed at one end to the body of the rod and, at its other end, to the member forming a cap; and a viscous grease is enclosed between the body of the rod and the member forming a cap.
