The apparatus includes upper and lower knives (2a)(2b) which are lifted and lowered by a driving means. A movable carriage (1) moves back and forth between an input clamp means (28) and an output clamp means (27), and the upper and lower knives (2a)(2b) cut the leading and trailing edges of the moving metal strips. The apparatus is supported by a box type frame (16) which accommodates a pair of guide shafts (4a)(4b) and bevel gears (17) which are in turn connected to a driving means (18) disposed at the outside. A stopper plate (11) is installed at the outside of the frame (16) of the shear moving device (4), while a stopper projection (12) is formed on an adjusting plate (14) to be engaged with a slot of the stopper plate (11) .
