PURPOSE:To simply execute rearrangement work to dissolve an interference condition by providing an element arranging means able to arrange every plural respective elements to constitute a designing object and an interference condition checking means to check the interference condition of the element arranged newly and the element already arranged. CONSTITUTION:An element arranging means 11 arranges plural elements to constitute a designing object every the respective elements based on input data from a worker in order. Then, every time when the elements are arranged by the element arranging means 11, an interference condition is checked serially and a checked result is notified to the worker by an interference condition notifying means 13. Accordingly, when interference is generated by element arrangement, the intererence is not chain-generated by rearrangement and the rearrangement is satisfied with being executed only on the element arranged newly. Thus, rearranging work to dissolve the interference condition can be made simple.
