<p>PURPOSE:To make an accurate and continuous measurement by restraining a temperature rise of a sensor film by emitting light into a sensor element while changing light intensity with the passage of time, particularly emitting it intermittently. CONSTITUTION:A sensor element 1 has a sensor film 12 containing a compound sensitive to a chemical substance, and a dye. The film properties change and the reflectance of the film 12 changes by combining the former with a chemical substance to be inspected. A electric circuit 6 makes a luminous element 2 radiate while changing light intensity, and the light reflects at the sensor element 1 to make incidence into a light receiving element 3. The voltage of the light receiving element 3 decreasing according to the reflecting light intensity is detected by a detecting circuit 7. The temperature rise of the film 12 is restrained, and the combined rate of the compound sensitive to the chemical substance and the chemical substance to be inspected becomes stable in the continuous measurement time also, because the light irradiation of the luminous element to the sensor element 1 is intermittently made.
