PURPOSE:To use a line at a low transmission speed and to send a moving picture by storing a moving picture data within a prescribed time to a large capacity storage device, coding the data one by one pattern sequentially, sending the result to a transmission line and outputting the data on a monitor or the like after all pictures are sent out. CONSTITUTION:A large capacity storage section 11 stores an inputted picture data for a prescribed time sequentially and data by one pattern is fed to a storage section 12 being a 2nd storage means. The storage section 12 gives the data by one pattern to a coding section 13 at a very lower speed than the input speed. An interface section 15 converts the data fed from a multiplexer section into a form in matching with the transmission line and sends it to a receiver 2. The data decoded by a decoding 23 in the receiver 2 in a reverse operation to above is fed to a storage section 22. When the storage of all picture data is finished in a large capacity storage section 21, the data is outputted as a same speed as that of the input moving picture and displayed on a monitor. |
