PURPOSE:To couple a slave set with an optical fiber without severing the optical fiber by loading a local injection device of the bent incident system and a local detection device of the bent reception system on a way of the optical fiber. CONSTITUTION:A local injection device 34 couples a light within an optical fiber 1 by striking a light of a light source 38 on a bent of the optical fiber externally, and a local detection device 31 detects a light leaked from the bent of the optical fiber 1 and detects the light by using a photodetector 32. A talking signal from a talking device (master set) 2 is received by a talking device (slave set) 3 or a talking signal from the talking device (slave set) 3 is sent to the talking device (master set) 2 via the optical fiber 1 in this way by bending the optical fiber 1, and it is not required to sever the optical fiber 1.
