PURPOSE: To uniformly adhere filaments to a metallic or plastic shank by an adhesive with the help of an anchor without a problem caused by it by arranging a thin layer of an instantaneous adhesive to fix one ends of monofilaments to the bottom of a cup of the shank. CONSTITUTION: A measuring bundle of plastic monofilaments 21 are formed to support a shank 22 having a cup. Next, a measured quantity of an adhesive 23 is put in this bottom so that the liquid adhesive 23 completely covers the inside bottom of the cup part 26 of this shank 22. A desired soft polishing finishing tool 20 is obtained by quickly pushing the bundle in the cup part 26 of the shank 22 so that the whole monofilaments 21 contact with this adhesive 23 on one end of the bundle before hardening this adhesive 23.
