PURPOSE:To reduce overflow in the case of write of a valid cell in a burst way by comparing the ATM quantity used in a transmission input use buffer and an in-station input use buffer and connecting the input buffer with the larger quantity used to an output line switchingly. CONSTITUTION:The quantity of memory used in a transmission line use input buffer 31 is informed as a quantity used value 11 to a discrimination circuit 13 and the quantity of memory used in an instation input use buffer 32 is informed as a quantity used value 12 to the discrimination circuit 13. The discrimination circuit 13 selects a buffer with a larger quantity used value and informs the result as a discrimination result 14 to a connection control section 15, which controls a changeover circuit 35 so that the input buffer having the larger quantity of memory used is connected to an output line 23 based on the discrimination result 14. Thus, production of a valid cell in a burst way is processed with priority.
