The device is used as a transmission in bicycles. It regulates automatically the output driving torque with increased accuracy and reliability and ensures a balance between the input and output power. The device includes an input shaft (1) connected through a back play mechanism (2) connected to an eccentric (4) with variable eccentricity. A weight (9) is mounted to the latter. A ring (6) connected at one end to radially oriented stretching springs (7) is sliding onto its outer cylindrical surface. To the other end of the springs (7) is connected to an output shaft (8). A second eccentric (3) fixed to the back play mechanism (2) is sliding in an inside eccentric surface formed in the eccentric (4).
