The composition is used for cleaning steel, iron and aluminium surfaces prior to applying lacquer, paint or metal coatings. It has a high cleaning effect combined with low alkalinity, limited foaming tendency and high stability of the formed foam, while ensuring high corrosion resistance for the treated surfaces for interoperational protection. The composition includes, in g/l: sodium carbonate 15-45, sodium phosphate 2-10, sodium silicate 2-10, oxyethylated alkyl phenol or alcohol 1-10, sodium nitrate 2-10, urea 1-15, sodium salt of ethylene diamine tetraacetic acid 1-10, sodium or ammonium benzoate 5-18, boric acid or sodium tetraborate 5-15.
