Hydraulic lines (34)(34') are connected to a master cylinder (5) and to wheel cylinders (6) of a brake drum, and supply a brake actuation fluid from the master cylinder (5) to the wheel cylinders (6) . Forcible braking devices (30)(30') selectively block the hydraulic lines so as for the brake fluid to be selectively prevented from being supplied to particular wheel cylinders. In cooperation with these forcible braking devices (30)(30'), rear wheel lifting devices (20)(20') and hydraulic units (2)(3)(4)(2- 1)(2-2) lift the rear wheels of the vehicle from the ground. With the rear wheels being lifted, a wheel of the vehicle can be turned around the braked wheel. The present invention utilizes the engine power in turning the vehicle body, without requiring a separate driving power.
