PURPOSE:To prevent disconnection with the instantaneous high tension of a wire caused by a winding bobbin and further a delivery bobbin being adequately eased, by increasing a pulley made freely movable by an elastic member. CONSTITUTION:A wire 1 is pulled at a high speed because of its peripheral speed being large, when it is led to the large winding diameter part of bobbins 8, 10 or the large diameter part due to eccentricity, and so the tension becomes higher instantaneously. In this case, the wire 1 moves pulleies 24, 29 with their pulling by overcoming the elastic forces of elastic members 28, 29 and the high tension is eased by corresponding to the increase in the winding quantity due to the tensility at high speed with the wire length between the pulleies 24, 29 and bobbins 8, 10 being shortened. |
