PURPOSE:To prevent the filtering characteristic of a gas electric discharge display panel from being deteriorated when a color filter made from organic material is deformed by heating at the sealing of front and back plates by sealing the front and back plates using a low-temperature setting type resin. CONSTITUTION:A plurality of striped cathodes 32 are formed using thick film printing method on a back plate 30 made by a glass base and barrier ribs 34 are formed thereon. A color filter 38 is formed in a position of a front plate 36 made by a glass base corresponding to a position where a color display element 50 is formed and then a transparent filter protecting layer 40 made from a thermosetting resin which hardens at heating temperatures of about 250 to 150 deg.C or ultraviolet setting type resin which is hardened by irradiation with ultraviolet rays is formed thereon. Next, transparent conductive films for forming anodes are stacked on the layer 40 and the films are each patterned into a predetermined shape to form a plurality of striped anodes 42 and a fluorescent material 44 is formed using a thick film paste from which a vehicle evaporates at heating temperatures of approximately 250 to 150 deg.C, and the material 44 is heated.
