PURPOSE:To compensate a low frequency component nearly completely by using a 2nd adder and a 2nd comparator receiving an output signal of a 1st adder and an output signal of a low pass filter and applying the compensation by the feedforward method. CONSTITUTION:An adder 13, a comparator 14 and a filter 15 form a closed loop path applying the compensation of the quantization feedback method and an adder 16, comparators 14, 17 and the filter 15 form an open loop path applying the feedforward compensation. Then a recovered binary signal at an input terminal 12 is inputted to the comparator 14 via the adder 13 and the low frequency component of the output signal of the comparator 14 is inputted to the adder 13 via the filter 15. Thus, the adder 13 adds the low frequency component signal fed back positively from the filter 15, that is a compensation signal of the deteriorated and lost low frequency component to the reproduced binary signal at the input terminal 12 and outputs the result.
