摘要 PURPOSE:To prevent high temp. deterioration of a denatured catalyst layer or drop of a gas penetrativeness and shorten the at-starting temp. rising time of a fuel cell by commencing steam temp. rise and modification temp. rise when a desulfurizer and a modifier have attained their specified temp. levels, beginning power generation temp. rise through a bypass when the fuel cell temp. has attained the dew point of the modified gas, and changing over to normal operation when a certain specified service temp. is attained. CONSTITUTION:When a temp. judging part 17 senses that the desulfurizer temp. and fuel cell temp. have attained their start temps., steam temp. rise is started in which the steam amount to a modifier is increased to twice as much as in steady condition. When the catalyst temp. of the modifier attains its service temp. and the fuel cell temp. reaches also its starting temp., another temp. judging part 18 senses it, and three-way valves 12, 13 are driven to supply modified gas RF directly to the fuel cell 1 via a bypass 11, and the power generation temp. rising is started for increasing the fuel cell temp. to its service temp. When the catalyst temps. of a denaturation unit and the fuel cell reach their service temps., a temp. judging part 19 senses it and introduces the modified gas to a denaturation unit 4, and at the same time, a NOT gate 18B is turned in off state, and the modified gas RF is hindered from going to the bypass 11.
