For manufacturing uranium oxide based nuclear fuel pellets, a fine and reactive U3O8 powder is mixed with a fine UO2 powder obtained by dry conversion. The U3O8 is obtained by oxidation in air of UO2 obtained by a dry process, at a temperture less than 800 DEG C.
