<p>PURPOSE:To encode an entire screen in the in-frame coding mode when a screen is changed by providing a frame memory to store an input frame and its preceding frame, an inter-frame difference calculation section and a moving vector detection section to the coder. CONSTITUTION:Frame memories 102, 106 store a screen of a current frame and its preceding frame inputted respectively from an input terminal 101 while divided into plural blocks. Then a moving vector detection section 107 detects the movement such as panning or zooming from the picture obtained through line 102b, 106a and outputs a picture of a preceding frame after movement compensation through a line 107a. An inter-frame difference calculation section 109 calculates a deference from a picture of a current frame and a preceding frame after movement compensation to discriminate whether or not a screen is changed over depending on the difference. Thus, when the screen is changed over, the entire frame is coded by using the in-frame code.</p> |
