The invention relates to a constructional system offering solutions to problems of traffic and parking which are located especially on river beds or natural changes in level in the terrain, which will require preliminary preparation of same in order to proceed to the first stage of channelization (canalization) of the river, valley or natural fold which will constitute the stable base for upper load-bearing structures, supported on columns, beams and load-bearing slabs, intended for parking, and of an optional roadway superstructure, the construction being completed with fountains and cascades of recycled water and other decorative elements intended to obtain an aesthetic improvement or embellishment of the assembly and the technical earthquake prevention, anti-corrosive, hydrodynamic, fireproof, anti-acoustic and hydraulic reverberation and anti-theft-system characteristics. <IMAGE>
