PURPOSE:To improve efficiency in ballot counting as evading the useless reduction of reliability by recording a voting content by attaching a temporary recording means on which a name described on a voting card is recorded at a ballot, and performing tabulation at a central tabulation organization. CONSTITUTION:When the voting card 4 is inserted to an individual ballot 1, the content is read by a name sensor 1e when the voting card 4 passes a voting card passage 1b, or it is processed as it is as an image, and the content is recorded on a terminal computer 7. After voting is completed, the individual ballot 1 is transported to a ballot counting place, and is opened by breaking the seal, and the voting card 4 is taken out as it is since it is arranged at every candidate, and the number of cards is confirmed, and it is confirmed whether or not the number of votes in printed data outputted from a picture 7b matches with the actual number of votes, and also, the voting card not discriminated by the terminal computer 7 is read by a person, and terminal recording is corrected, and data is sent to and tabulated at the central tabulation organization. Thereby, psychological reliability can be obtained, and waste in time and labor consumed in the ballot counting or the tabulation can be prevented occurring. |
