PURPOSE:To improve the picture quality by dividing an area, providing plural quantizers to form combinations and using a coding means so as to select sets of data among the combinations. CONSTITUTION:An input signal 1 is orthogonal-converted by an orthogonal converter 2. The data subject to orthogonal conversion is quantized by a quantizer 4. Among quantized values 5 calculated by some quantizers 4, a quantized value represented by a control signal 13 for each component of orthogonal conversion is selected by a selector 14. A control signal 131 is generated for each area of an orthogonal conversion block from a compression parameter control signal 11. The control signal 13 gives a command to the selector 14 to select a quantized value 5 corresponding to a quantization level Ti of a position of a component subject to orthogonal conversion.
