<p>PURPOSE:To prevent a limit to a word length of a discrete cosine transformation coefficient data and an increase in the circuit scale of a processing circuit by inserting an additional data time slot to allocate an additional data representing a high efficient coding processing condition to plural time slots. CONSTITUTION:A picture data coding circuit 12 forms a difference data S13 by coding a DCT block DCTBLKj in the inter-frame coding system when no change exists in a picture of a transmission unit block data S11 or the change is small. A video coder 2 sends identification information representing the coding system ahead a discrete cosine transformation coefficient data Coeff (i) by inserting an additional data time slot T0 to the original time slot so as to assign a coding system identification flag data F/F representing the coding system to the time slot T0 when the high efficient coding is applied to the picture data being an input video signal VDIN into a difference data S13 by the circuit 12.</p> |
