PURPOSE:To considerably simplify the control protocol from a mobile communication exchange to a mobile set and to allow the system to cope with the communication through the use of an existing general telephone network by executing the setting of a speech channel in the case of incoming and outgoing to/from the mobile set and the changeover of a speech channel attended with the movement of the mobile set based entirely on the request from the mobile set. CONSTITUTION:A signal level identification means 701 compares signal levels sent from plural mobile base stations 6 to identify a mobile base station 6 sending a signal of a highest level. A call setting request means 702 makes communication to a mobile base station 6 identified at the call setting. Upon the receipt of a decrease in the signal level during the transmission, a busy state switching request means 703 makes a request of changeover of the talking with an identification number added thereto to a mobile communication exchange 5 via a mobile base station 6 sending a signal of the highest level. A mobile communication exchange 5 receiving a speech changeover request by the busy state switching request means 703 from a mobile set 7 selects a connection path with an identification number added thereto noticed by a speech switching request into a path making a request of speech changeover. |
