The controller has an impeller (4) with a number of vanes (10) located inside a pipe (2) and a unit (3) for monitoring the number of impeller rotations on which to base the quantity and/or flow of liquid through the pipe. Devices (22,25) in the pipe vary the impeller efficiency, i.e. the ratio between its number of rotations and the quantity of liquid flowing. The object of varying the efficiency is to adjust the measurement according to the type of application. The angle of incidence of flow can be adjusted by fitting a diffuser up-stream of the impeller. The operating position of the diffuser can be controlled.
