<p>PURPOSE:To obtain paper having excellent paper strength, excellent touch and improved smoothness by beating pulp obtained from waste paper as a raw material with a specific pulp beater, adjusting to have a specific fiber length distribution and mixing into paper material. CONSTITUTION:Reclaimed paper containing waste paper as a raw material is beaten under a condition of beating power P per 1 ton of pulp to lower Canadian freeness by an amount of 50ml to be 25-150KWH/T using a pulp beater having a refiner disk alternatively arranging many levee parts and groove parts satisfying the formula 0.8<=G/B<=3.5 [B is breadth of levee part in periphery part of refiner disk and is 1.5-5mm; G is breadth (mm) of groove part in the same periphery part] to make number-average fiber length after beating of said reclaimed pulp to 0.2-1mm measured by a fiber length analyzer of polarized light-transmission type.
