PURPOSE:To improve the compressibility by complete compatibility with a JPEG standard plan. CONSTITUTION:To a front end 10, 8X8 picture element blocks are inputted. In a conversion stage 20, the picture element blocks are converted to 68 pieces of frequency conversion coefficients, and it is quantized to an integer containing one most significant bit and at least three pieces of decimal bits, and when a first decimal bit and/or a second bit are logic '1' and the most significant bit is logic '0', logic '1' is added to the integer. This integer is encoded in an encoding stage. |
