PROBLEM TO BE SOLVED: To suppress a transient phenomenon in a wavelength division multiplex optical communication network. SOLUTION: This controller is provided with one or plural variable gain elements 1 for suppressing the transient amplitude fluctuation of traffic signals generated by adding or taking out the traffic signals at one or plural points of the optical communication network. In this case, at least one variable gain element 1 is controlled by a negative feedback loop constituted so as to make the response time of the negative feedback loop be shorter than the time scale of the transient amplitude fluctuation.
