PROBLEM TO BE SOLVED: To realize preferentially transmitting such important data as voice, when the resource of a computer comes to a limit and to adjust the quality of video to meet a user's request. SOLUTION: The user in advance designates the upper limit of the using band of all the pieces of transmission data and the priority of each medium to a using band assigning module 2-11, and when data receiving module 2-2 to 2-24 detects the generation of a packet loss on a network, the module 2-11 controls the band assigning with respect to a medium according to priorities. |
