The flow-metering device applies to hydroamelioration. It provides reliable maintenance of constant upper water level in open channels with simultaneous assessment of the flow rate without the need for a special device and components requiring electric power supply. The flow-rate metering device includes an axle (1) supported by bearings on both sides of the channel to which a radial gate (6) is mounted balanced with a counterweight (8) and floats (3). Floats (3) are mounted in chambers located on both sides of the channel, which are interconnected and also connected to a channel (12) on the upper level side. On the upper end of the gate (6), at the level of axle (1) is mounted an excess flow valve (9) and a recorder (11) of the gate (6) position is attached firmly to axle (1). The device (11) is connected to a control station (13) and a damper (14) connected to axle (1), restricting the speed of the gate (6).
