Disclosed is a mat carrying seeds comprising turf seeds (3) adhered to a water-soluble nonwoven fabric (2) superior in dispersibility and comprising long fibers having a reduced width bound with a binder so as to be intertwined in one direction by means of droplets of a foamed water-soluble adhesive (14) having a diameter of 7 mm or less, and a method for its manufacture comprising binding long fibers having a reduced width bound with a binder so as to be intertwined in one direction, then seeding turf seeds (3) onto said nonwoven fabric (2) followed by sprinkling droplets of a foamed water-soluble adhesive (14) having a diameter of 7 mm or less of said water-soluble adhesive (14) onto said seeded turf seeds. <IMAGE>
