<p>PURPOSE:To effectively eliminate the quantization noise of a reproduced picture by storing information, which indicates the presence or the absence of a motion vector, for several frames and controlling a post filter based on this history. CONSTITUTION:A storage circuit 5 is provided to hold the history of motion vector information in a decoded frame, and a post filter 9 is controlled to turn on/off based on the stored information. The history of motion vector information in the decoded frame is held in the storage circuit 5 for one decoding period or longer. The history of motion vector information in the decoded frame is held in the storage circuit 5 with each block consisting of M X N picture elements (N is a natural number) as the unit. Thus, the quantization noise remaining in the movement locus of an object in the reproduced picture is effectively eliminated.</p> |
