PROBLEM TO BE SOLVED: To provide the management system of an impervious structure capable of sure leakage and passing flow detection in not only the interior of the impervious structure, but also in the neighborhood of a boundary with the end and peripheral ground, and inexpensive in a maintenance running cost in that a system itself is maintenance-free. SOLUTION: Water sealed in the impervious structure 20 is leaked or passed, and an optical fiber thermometer 10 is provided on at least any one of the inside N of a bank body, an upper edge part 21a, a lower edge part 21d and both side edge parts 21e.
