PURPOSE:To manufacture a packaging article having an appearance such that a belt is wound around the outer periphery of the article by providing a step in which a cylindrical film is end-sealed and cut off at opposed positions of an article to be packaged and a step in which flaps formed on the opposed sides of the article are folded and thereafter fixed to the underside of the packaging article. CONSTITUTION:A label 83 separated from a belt 84 guided by a guide roller 86 is applied to a belt-shaped film 8a and a cylindrical film 8b formed into a cylindrical shape by means of a bag producing device 7 undergoes center sealing by means of a pair of seal rollers 81, 81. Next, an end seal device 20 end-seals and cuts off the opposed ends of a cylindrical film 8 at the opposite positions of an article 3 to be packaged under the action of a pair of end sealers 24, 24 so that a packaging article 16 packed with the article 36 is produced. And then fold lines are formed between a side 16c of the article 16 and forward and rearward flaps 16a, 16b, and the flaps 16a, 16b are folded along the underside of the article 16 by a flap holding device 10 and then fixed to said underside.
