PURPOSE: A packet scheduling method for supporting a user QoS is provided to classify users into various classes, and to supply differentiated user throughputs according to the user classes while maintaining an entire system throughput. CONSTITUTION: A scheduler of a base station starts from a new slot(S401), and decides whether a previous packet is continuously transmitted from a current slot(S403). If not, the scheduler selects a terminal having the biggest value(S405), transmits data to the selected terminal(S406), and sets a 'k' value to '0'(S407). The scheduler decides whether the terminal 'k' starts the first slot(S309). If so, the scheduler calculates a 'Tk' value(S313). The scheduler decides whether all terminals are fully updated(S315). If so, the scheduler completes a processing in the current slot, and starts from a next slot(S319).
