The mandrel is mounted inside a transportable container (2-5). The building is accessible to people and comprises at least one tubular construction element formed by winding layers of a strip of paper or cardboard around the outside of a mandrel. Each layer is formed by a corrugated sub-layer and a flat sub-layer on top of one side of the corrugated sub-layer. The wound layers are bonded together by adhesive applied to the peaks of the corrugated sub-layer.
