PURPOSE:To obtain the subject water-absorbing paper such as toilet paper enabling to readily and quickly perform a printing plate-exchanging work by subjecting embossed water-absorbing paper to a flexo-printing process between a specific printing cylinder and a pressing cylinder. CONSTITUTION:In a process for forming non-countable depositions and projections on continuously fed water-absorbing paper 1a, 1b and subsequently winding up the embossed continuous paper, at least one surface of the continuous paper 1c is flexo-printed between a pressing cylinder 7 and a printing cylinder 6 comprising a mandrel 61 and a cylindrical sleeve 62 detachably disposed on the peripheral surface of the mandrel 61 to obtain the objective water-soluble paper.
