<p>PURPOSE:To attain high efficient coding by applying in-frame coding by a 2nd coding section to a block of a prescribed period in plural blocks forming one pattern and to a block in a moving compensation search range by a moving compensation section so as to apply moving compensation to a picture signal. CONSTITUTION:One pattern of an input moving picture signal is divided into plural blocks, 1st and 2nd coding sections 1, 2 are selected by a control section 4 and inter-frame coding and in-frame coding are implemented corresponding to blocks. The in-frame coding is implemented corresponding to a block of a prescribed period and to a block in a moving compensation search range by a moving compensation section 3. When a moving vector by the moving compensation section 3 is not detected, since in effect onto adjacent blocks at reproduction is caused, the block in the moving compensation search range is regarded as a block of a prescribed period to set blocks of a prescribed period in a succeeding frame. Thus, high efficient coding by moving compensation is attained.</p> |
