Provided are a device and method for controlling a propulsion machine, a propulsion machine, and a ship, wherein a marine diesel engine (1) is provided with a diesel engine body (2), an exhaust turbine supercharger (3) provided with a compressor (21) and a turbine (22), an electric power generator (32) for driving the exhaust turbine supercharger (3), and an auxiliary blower (4) for supplying air to the diesel engine body (2). The marine diesel engine has a first scavenging air supply mode (a) for driving the auxiliary blower (4) in a low rotation range of the diesel engine body (2) and a second scavenging air supply mode (b) for using the electric power generator (32) to drive the exhaust turbine supercharger (3) in a high rotation range of the diesel engine body (2), and the efficiency of the propulsion machine during low-load operation is improved by switching between the first scavenging air supply mode (a) and the second scavenging air supply mode (b) according to a mode-switching rotational speed (propulsion machine stipulated load) set in advance.
