The opening and closing device is for bag (1) made of plastics or other material. It has a locking plate (2) comprising a plate portion (22) having paired opposing plates which can be sepd. and brought together to open and close a mouth tip (20). When the locking plate is brought to the closed state, a clamp (3) which has an inner wall constricting portion (30) locks the mouth tip closed when pushed onto the plate portion.
