Wire is fed from a supply unit (DV) through a winding unit (WM) that operates to a drive control unit (AS). The winding unit has rollers (UL1, UL2) around which a pair of belts pass (BR1, BR2). The belts are supported at the other end by a second pair of rollers (UL1', UL2'). The wire passes between the belts which act as braking devices to maintain controlled speed and tension. The brake lining can be a textile sheet.
