Electrodes are provided separated by spaces through which a liquid comes in and out, the electrodes being located 0.5 mm to 6.0 mm from the heat transfer surface in a liquid which has an electrical conductivity of 10-10 (1/( OMEGA xm)) or more, the velocity of the flow being within the range of a Reynolds number for a laminar flow range, and a high-voltage direct current is applied to the electrodes to thereby produce turbulent components in the flow of the liquid to augment heat transfer between the liquid and the heat transfer surface.
